City Council
The Oakland City Council exercises the powers of the City subject to the limitations in the City Charter. The City Council has no administrative powers. As the City Council President, I am responsible for implementing the City Council Rules of Procedure, chairing regular and special meetings of the City Council, and appointing Council committees and chairpersons of committees (subject to approval by a majority of the council).

I am also the chair of the Council Rules and Legislation Committee, the procedural committee of the Council. This committee is responsible for scheduling items for hearing by other standing committees as well as makin recommendations to the Council regarding endorsing or opposing propositions, monitoring pertinent state, federal and local legislative activities, and submitting an annual legislative agenda to the Council.

 

Meeting Schedule
Council Meetings begin at 6:00 p.m on the first and third Tuesdays of the month, when ceremonial presentations and non-controversial (consent) items are heard. At 7:00 p.m. public hearings and discussion items are discussed. The fifth Tuesdays, when they occur, are generally used for special Council meetings.

City Council Standing Committee meetings are held on the second and fourth Tuesdays of the month beginning at 12:30 and running until 9:00 p.m. These committees meet in City Hall Hearing Room 1 as follows:

12:30-2pm Public Works
2pm-4pm Finance and Management
4pm-6pm Community and Economic Development
6-7:30 Life Enrichment Committee
7:30-9:00pm Public Safety Committee

The Council Rules and Legislation Committee meets at 10:30am on Thursdays in the Council Chambers.
