Council President De La Fuente Announces Outcome of 3 Month Anti-Crime Project in Fruitvale; Efforts focused on all aspects affecting the quality of life of residents in target area

(Oakland, CA) – March 18, 2008, Oakland City Council President and District 5 Council Member Ignacio De La Fuente announced the outcomes of the Fruitvale Safety Project – a three-month focused effort to reduce rising crime and violence in the vibrant Fruitvale Neighborhood through improved coordination and targeting of resources.

The three month effort which ran from December to March focused on the area bound by San Leandro Blvd., Foothill Boulevard, 23rd Avenue to 40th Avenue.  The Fruitvale Safety Project brought together members from various city agencies including:  Oakland Police Department (OPD) Problem Solving Officers, Crime Reduction Team (CRT), Measure Y Outreach Workers, Neighborhood Services Coordinators (NSCs), Parks and Recreation, Nuisance Enforcement Unit, Park Maintenance, Litter Enforcement, Code Compliance, Neighborhood Law Corps, Tree Services, Public Works’ Electrical Division and Alameda County Supervisor Alice Lai-Bitker’s office.

The action team met on a bi-weekly basis to track projects, coordinate efforts, and problem solve by building off of team members’ areas of expertise, “Its incredible how much we were able to accomplish just by sitting at the table together to work as a team on the same issues,” said Council President De La Fuente.

“We already had the resources,” said the Council President, “We just needed to be smarter about how to tackle the issues.  When OPD said, to the tree division, those trees are blocking the light my officers need to patrol these high crime areas, the trees were trimmed within days.  It was that easy and it worked.”

The coordination of focused enforcement and efforts will continue to take place through the Service Delivery System Team of which the Fruitvale Safety Project is a subset. 
The community responded positively to the improved approach in their neighborhood.  Eugene Smith, Chair of NCPC 20X stated, “How a community supports safety, provides insight to how a community views itself.  By promoting safety, we encourage a positive self image of our community.  By doing so, we make everyone’s life better and I’d like to thank Councilmember Ignacio De La Fuente for his insight and all agencies involved in the Fruitvale Safety Project.”

In addition to coordinated efforts to deal with crime related matters in the project area, the team focused on additional improvements and outreach such as: 

Division

Work Performed / Summary of Accomplishments

OPD

No gang related homicides or shootings in project area, 30% decrease in robberies, 111 arrests in the project area, 261 traffic citations, 140 hours of walking patrols

Neighborhood Services Coordinators

Over 300 informational packets were distributed to residents informing them about the project area and about city resources.  Personal & Self Defense Trainings: Over 100 residents participated in Personal Safety and Self Defense classes.  Actively working with Neighborhood Law Corps Attorney on nuisance case on E. 15th

Tree Division

115 trees pruned, 2 trees removed, and park vegetation cleared for enhanced visibility for OPD.  Areas serviced: 2200-2300 block of E. 15th, 1500-1700 block of Bridge, 1900-2100 block of Harrington, Cesar Chavez Park, 27th Ave between Foothill and International, Avenida De La Fuente, Peralta Hacienda Park

CEDA Code Compliance

21 Active Code Compliance Cases.  Cases include blighted properties, building without permits, trash and debris, overgrown vegetation, graffiti, inoperable vehicles on property

Litter Enforcement

Consistent Graffiti Abatement at 13 locations, 130 Cases of illegal dumping, 25 abandoned vehicles tagged, 3 vehicles towed, 7 citations issued, 10 citizen complaints addressed

Electrical Division

162.5 hours of labor, 18 street light repairs, Upgraded existing lighting to “Crime Level Illumination” at 28 locations, added 2 additional street lights, and one additional park light.  Lighting Upgrades performed on 1200-1600 block of 27th Ave, 1400-1800 block of 28th Ave, 2300 block of E. 15th, Cesar Chavez Park, 1900 block of Harrington

Nuisance Enforcement Unit

12 new Nuisance Abatement Cases, 5 of which are Nuisance Eviction Orders – 3 owners have successfully evicted the offending tenant (involved in criminal activity)

Park Maintenance

50 hours of graffiti removal at Cesar Chavez Park, New park rule signs installed at park to facilitate enforcement of park hours by OPD

Measure Y Outreach

92 hours of street outreach with 106 non duplicated contacts
Offered a 4-week Cognitive Restructuring Workshop of high control juvenile offenders in Fruitvale & graduated 14 youth, Intense assistance to 9 participants, 2 family interventions
